E-Making Check is a unit of E-Making that is responsible for the VERIFICATION OF THE PROJECT DESIGN for the purpose of Validation, and activities of consulting to public administrations in the management of procurements “traditional” or to be performed with BIM methodology.
The preventive verification of the designing is the activity of checking the adherence and compliance with the regulations in place of the design drafts to the documents mentioned in Article 26 of Dlgs 50/2016 (Procurement Code), all public works projects must be verified and validated before the start of the commissioning procedures.
e-Making Srl complies with the ISO 9001:2015 RT-21 procedures and provides support for performing VERIFICATION activities. With its team of specialists, the company is able to carry out design checks/reviews for works up to € 20.000.000.
Public works projects must be verified and validated prior to the start of commissioning procedures.
The preventive verification activity consists of verifying the compliance of the design drawings with the documents referred to in Article 26 of Legislative Decree 50/2016 (Procurement Code), as well as their conformity with the regulations in place.
The validation, on the other hand, represents the formal act reporting the outcomes of the verification.
Both procedures are currently governed by Article 26 of the law.
In this regard, the person in charge of carrying out the verification cannot be the same as the main figures involved in the various phases of the construction of the work (designer, safety coordinator, construction manager, testing officer, etc.).
Who can do the Verification
The verification activity must be carried out by different individuals who change according to the value of the work:

According to Article 26 of Legislative Decree 50/2016, the purpose of design verification is to verify:
The validation represents the final stage of the design phase; it reports and approves the results of the verifications performed only on the executive project. It is signed by the person in charge of the procedure with reference to the final report and any counter-declaration by the designer.
The person in charge of the procedure may also disagree with the results of the verifications carried out, formulating specific reasons within the formal act of validation or non-validation.
At the start of the procedures for the assignment of works, as a further confirmation of the suitability of the project documents, the notice and the letter of invitation must contain the details of the successful validation of the project placed based on the call for tenders.
Under the current regulatory set-up, ANAC is required to provide detailed instructions in addition to the more general ones provided by the legal code, through the guidelines.
Guideline n. 1 on SIAs was initially approved by ANAC with Deliberation n. 973 of 09/14/2016 and later updated to Legislative Decree n. 56/2017 (so-called Corrective Decree) with Deliberation n. 138 of 02/21/2018, is related to engineering and architectural services and also provides details on the prior verification of projects.
According to the ANAC, the verification process has the goal of inspecting in detail, checking at 360° the multiple characteristics and all aspects of a project, until arriving at a result to be placed based on a bid “perfect” from a technical and regulatory point of view, while satisfying the expectations of the client.
The guidelines give a central and relevant role to the preventive verification of projects as a tool to prevent errors and/or omissions that can reduce costs and implementation time. Among other things, the guidelines specify that the contractor may not assert its reservations regarding design aspects that have been subject to verification.
The contracting authority, prior to the launching of the awarding procedures, in the contracts related to works, verifies the consistency of the designs and their adherence to the regulations in place In cases of combined assignment of design and execution (integrated contract), the verification of the design submitted by the contractor happens before the approval of each design phase The verifications, planned by the procedure manager, are carried out on all design levels at the same time as they are developed, therefore making sure that the design drawings of the individual stage are consistent, conforming to the requirements of the previous stage.
The verifier may, if necessary, contest, make comments on the drawings as he or she proceeds with the activity, which will be followed by the designer’s counter arguments. The verifier must also document the procedures carried out through the preparation of appropriate records and reports, presenting, as a final step, the results of the process in a final report.
